1. The medium of the debate will be Manipuri.

2. The first debator to speak from Supporter bench should formally move the motion and he/she shall be known as the leader of the Supporter bench or Mover. The first competitor to speak from the opposition bench shall be known as opposition leader.

3. The competitors of the Supporter and Opposition benches will speak alternately and the turn of the competitor to speak will be decided by lots.

4. There will be a time of 5 minutes for every competitor to speak. The warning bell will be given at the end of 4 minutes to be followed by the final bell at the end of 5th minutes.

5. After all the cpmpetitors have spoken the leader of the Supporter Bench and Opposition Bench will be given an extra time of 2 minutes each to sum up the views of their respective Benches. However, the submission made by them in this extra time will not be taken into account in the assessment for competition.

6. Unparliamentary words are strictly prohibited.

7. If for any dispute, the decision of organising committee will be final.
